Explore the GCCS Standard

GCCS is a global framework for validating and certifying qualifications across borders. It defines governance roles, accreditation principles, examination integrity requirements, and minimum technical standards to ensure credible, comparable certification outcomes internationally.

About GCCS

What Is GCCS?

The Global Competence Certification Standard (GCCS) is an international framework for certifying interdisciplinary competences — the cross-functional knowledge, skills, and abilities that today's labour market demands but traditional, sector-based qualification systems often fail to recognise.

Developed in response to the green transition, digital transformation, and the growing need for lifelong upskilling — GCCS provides a credible, transparent, and independently verified way to certify what people actually know and can do, regardless of how or where they learned it.

About GCCS
Our Mission

To support people, employers and education providers through a certification system that responds to labour market needs and validates competences shaped by the green and digital transition.

Our Vision

To establish GCCS as a leading European standard for modern, credible and market-relevant certification of evolving professional competences.

International Standard

International by Design, Local in Delivery

Every layer of the system — from governance to examination — ensures that GCCS certificates carry credibility and comparability across European markets and beyond.

Three-Office Certification Body

Operates from multiple locations across Europe, close to partners and markets.

International Advisory Board

Senior professionals from multiple countries guiding qualification relevance and system development.

Subject-Matter Experts

Diverse sector knowledge and multilingual capability in every qualification.

EQF & NQF References

Every qualification mapped to the European and National Qualifications Frameworks.

Local Validation Bodies

Accredited partners deliver exams and issue certificates in their own countries and languages.

ISO
17024

Developed with reference to ISO/IEC 17024. GCCS does not replace national qualifications — it complements them by enabling certification of interdisciplinary competences that support cross-border mobility and recognition.

Expert Panel

Industry-Informed Qualification Design

Every GCCS qualification is shaped by direct consultation with subject-matter experts, employers, and validation practitioners from across the globe — ensuring each competence profile reflects genuine labour market needs.

How the Expert Panel Works

Before any qualification enters the GCCS catalogue, a dedicated Expert Panel is convened — a standing advisory body composed of industry professionals, sector specialists, and employer representatives operating across GCCS partner countries.

Panel members bring first-hand knowledge of workforce demands in their respective fields — from hospitality and healthcare to digital technologies, green economy, and business administration. Their role is to review proposed qualification profiles, validate that learning outcomes match real-world expectations, and confirm that the competences being certified are the ones employers actually need.

Across every consultation cycle, the Panel consistently reinforces what labour market data and EU policy already signal: the growing demand for green and digital competences is not confined to any single region — it is a global trend reshaping how organisations hire, train, and develop their workforce.

This process ensures that GCCS qualifications are never developed in isolation. They emerge from structured dialogue between the standard's governance framework and the professionals who understand what competence actually looks like on the ground.

Subject-Matter Experts Across Borders

The Panel draws on senior professionals from multiple countries and industries — ensuring each qualification reflects international labour market realities and diverse sector knowledge, not a single national perspective.

Employer Recognition as Feedback

Organisations that have formally recognised GCCS — including international employers from Europe, Asia, and beyond — participate regularly in Panel consultations, providing direct input on which competences matter most in hiring and workforce development.

Local Validation Body Practitioners

Employers affiliated with GCCS-accredited Local Validation Bodies contribute operational insight — feeding back what they observe in their markets about emerging skill gaps, training effectiveness, and candidate readiness.

Panel Members Include Recognised Employers Organisations that have submitted verified GCCS Recognition Statements are invited to participate in Expert Panel consultations alongside subject-matter experts and validation body practitioners.

Governance

How the System Works

The people who set the rules should never be the same people who deliver the exams. This principle of structural separation is the foundation of GCCS credibility.

Accreditation

Every Local Validation Bodies must be formally accredited before it can operate within the GCCS system.

Oversight & Audit

Accredited bodies are subject to regular audits to verify quality and integrity requirements are met.

Continuous Review

Formal reviews covering system performance, qualification relevance, and alignment with European frameworks.

Complaints & Appeals

Transparent process open to candidates, employers, and stakeholders, handled by independent reviewers.
