Complaints & Appeals

GCCS is committed to handling every complaint and appeal with impartiality, transparency, and timeliness. No retaliation — ever.

What is a complaint? A complaint is any expression of dissatisfaction about the conduct, quality, or outcome of a GCCS-related activity — for example, how an examination was conducted, the behaviour of certification body personnel, or an error on a certificate. Anyone with a legitimate interest may submit a complaint: candidates, employers, institutions, or members of the public.

What is an appeal? An appeal is a formal request to have a specific decision reviewed — such as a pass/fail outcome or an accreditation decision. Appeals are reviewed by an independent panel that had no involvement in the original decision.

Key principle: A complaint concerns conduct or process. An appeal concerns a specific decision. If you are unsure which applies to your situation, submit your concern and GCCS will determine the appropriate path.

Acknowledgement — GCCS confirms receipt and assigns a reference number.

Complaint resolution — investigation completed and outcome communicated in writing.

Escalation window — if not satisfied, request review by a senior independent reviewer.

Appeals panel decision — independent panel reviews all evidence and communicates its decision.
Languages supported: English, Greek, Spanish, Italian, Turkish. GCCS will respond in the language of your submission where practicable. Appeals must be submitted within 30 calendar days of receiving the contested decision.

For Candidates
A GCCS certificate confirms that you have demonstrated specific competences through a supervised examination conducted by an accredited Local Certification Body. All qualifications are referenced to the European Qualifications Framework (EQF), which supports recognition across European countries and beyond. GCCS was designed for international use from day one. The system supports cross-border mobility and comparability of certifications without replacing national qualification systems — it complements them. Every qualification can be mapped to the National Qualifications Framework of any EU member state, so a certificate earned in one country carries the same level meaning in another. The three-level governance structure, reference to ISO/IEC 17024, and a network of accredited Local Certification Bodies operating under uniform quality standards ensure that GCCS certificates are credible and comparable across all markets where the system operates.
Contact an accredited GCCS Local Certification Body in your country or region. They will guide you through eligibility requirements, scheduling, and preparation. A list of accredited bodies is published on gccs-standard.org.
Yes. GCCS examinations can be delivered on-site or online with proctoring, depending on the qualification and your Local Certification Body. Online exams are conducted under supervised conditions with camera, microphone, and identity verification.
You may retake the examination in accordance with the retake policy defined for your qualification. Retake conditions — including any waiting periods and maximum attempts — are communicated to you before registration. Contact your Local Certification Body for details.
Every GCCS certificate includes a unique QR code. Scanning it or entering your certificate number at gccs-standard.org/verify will display your certification status in real time. Employers and institutions can use the same tool to confirm your credential.
Yes. GCCS is committed to fair access. Contact your Local Certification Body before your exam date to discuss reasonable accommodations — such as additional time, alternative formats, or assistive technology. Your certificate carries the same value regardless of any adjustments made.
You can submit a complaint at contact@gccsstandardgccs.com or via the online form at gccs-standard.org/complaints. To appeal a certification decision, use appeals@gccs-standard.org or gccs-standard.org/appeals within 30 calendar days of receiving the decision. All submissions are handled impartially by independent reviewers.
For Certification Bodies
The annual accreditation fee is 1 000 EUR. A per-certificate fee starting from 20% of the certificate price applies to each certificate issued. Multi-year packages and launch programme discounts may be available. Contact contact@gccsstandardgccs.com for current terms.
The timeline depends on the completeness of your application and your organisation's readiness. Typically, the process — from initial application through document review, audit, and formal accreditation decision — takes a matter of weeks, not months. The GCCS Accreditation Body will provide an indicative timeline upon receipt of your enquiry.
No. All qualification learning outcomes, verification criteria, and validation process descriptions are centrally developed and maintained by the GCCS System Owner. As a Local Certification Body, you implement these qualifications as defined — your focus is on delivering examinations and serving candidates.
Yes, provided you maintain a clear separation between training activities and certification decisions. This is a core principle of the GCCS Standard and will be assessed during the accreditation process.
Yes. GCCS provides the auditable documentation, learning-outcomes methodology, and quality assurance framework that publicly funded programmes require. The system is designed to work alongside national frameworks such as FUNDAE (Spain), Fondi Interprofessionali (Italy), and similar schemes.
Accreditation is granted to your organisation. If you operate in multiple jurisdictions, the scope of your accreditation will reflect that. Contact the GCCS Accreditation Body to discuss multi-country arrangements.
